Please allow me to bring your attention to the enclosed copy of my letter addressed to your department dated __(date)__. In this letter, you will note that I was specifically requesting information on the appeal process for this By-law violation ticket. The letter outlined why I was appealing this ticket and requested a response from your department.

Now, instead of a response advising me of the process that I may follow for my right to appeal, I have received a late charge penalty for not automatically accepting guilt of this violation by paying the ticket.
